You raise several good points. It occurred to me because of the various issues you bring up that all of the resources are “exploited” by whites, Chinese, etc. because of vast corruption and force. When the Chinese for example recently went into Mozambique for resources, they just bribed the president with millions and millions, making deposits into a Swiss bank account. When Angola collapsed about four years ago, the president and his daughter fled to Europe with $20 billion. The new government is suing, putting people in jail, and trying to get back those billions. When those nations have per capita income the the low low thousands per year for the vast majority of the population, it is easy for these foreign plunders to bribe with billions rather then promise to work with the government and train the people in return for transparently extracting resources. The leaders are typically strong men who have never dreamed of such wealth when they see the massive bribes, like Siemens, who gave almost $2 billion in bribes about ten years ago to Nigerian elites. China and the west also “sell” a lot of guns and weapons to fuel conflict in place like Angola to prevent democracy or good governance, which will only drive up prices.

I have met many black Americas who take business delegations to Africa nowadays. And there are many black Americans who go to Ghana to live, retire, or set up a business, which is a small start. But it is also ironic all these pilgrimages/tours to western to Europe to see mega castles and churches, which are symbols of dictators and autocratic rules and lords— all anti-democracy symbols anathema to U.S. democracy values.
