Yep, that's how it works. First you report the racist comments or treatment. Then the manager goes to the lawyer, who records it so they can protect themselves from liability. Then you get a response from the manager partly or fully constructed by the manager. Then nothing happens and you begin to wonder what you did wrong, why don't they respond, what are they going to do? You begin to feel like offender, but really they corporation is keeping a file to protect themselves in court in case you sue for racism. In the US, it's all about the lawyers/HR department. They are there to defend the corporation or government agency. Very sad you had to experience it.
