Wow, that is absolute power based on a technicality, which we in the US call the law: The Prime minister has to get permission officially from the absolute monarch to form a government. Really, grown adults in an advanced highly educated country still have to ask moma queen to form a government. That's not a technicality but the foundational power of dictatorship.
