The Senate in 1939, already introduced a Bill and deemed it Liberia. See my comment. (And no, it’s not my idea of sick joke but actually historical record in Congress; although it didn’t yet pass, if you read the bill, the “Greater Liberia Act”, you may get sick by the end of its 20 pages, and perhaps angry at the cold detail in which some prominent American politicians thought of negro deportation).
