Continued chaos is the point of destruction of the school district in Houston. Like everywhere else, keeping thousands of teachers and students off balance means you can blame them for failure and after a year throw up your Republican superintendent installed hands and say: “What a mess, we need to install some order. And I know just the person.” This happens to be the Governor’s superintendent himself, Mr. Miles, who just happens to own the solution: his own charter school company. He travels state to state, district to district, disordering districts, and students to replace the chaotic schools (he made worse) by putting in his cheap charter schools to replace them and install order.

When the first ones open next year, at taxpayer’s expense, students will walk orderly in forced single file down the hall in uniforms of the charters. They will appear orderly, in freshly painted buildings bought by private developers for cheap, and march in silence past steel doors of the detention centers and cafeterias where metal tables and stools will be bolted to the bare concrete floor. All the look and feel of a fresh juvenile prison.

Whites GOP voters and donors will praise the visible order achieved. Investors will praise the innovation of using incompetence and arrogance to create chaos to take advantage…
