It’s sort of funny and fun to guess what he means. But perhaps he is talking about the Virginia book of laws from 1705 compiled and passed by the King, that more fully established the racial hierarchy through Royal decree or assent. The King sanctioned all laws in his colonies, and claimed Virginia as his in 1622, dissolving corporate control and taking direct control to make laws. The Monarch was complete ruler through his laws of Virginia that established three racial classes, all of which fell under him under, giving him complete autocratic British power over all the people in those borders. The Monarch was by Law Head of State, Head of Military, and Head of the Church or Anglican pope because of the Supremacy Acts of 1534 and 1558–literary supreme ruler and the perfect trifecta. That was a complete consolidation of power, which even the other colonial powers didn’t have, since they were ruled over morally by the Pope in the Catholic Church.
