Indeed—what can be the outcome for raising the volume on racist hate speech. This rhetoric dominated the South for the one hundred years before 1968, and the white racist politicians down there were in the Democratic Party, constantly and unabashedly using the N word and inspiring white targeted violence against Black Americans. So it was nothing new. Horrible directed white racist tropes dominated America starting with return of the Klan after the 1915 endorsement of the Southern white racist President Wilson of Birth of a Nation, nationalizing the Klan for the first time. After that the studios forced Shirley Temple, Judy Garland and Mickey Rooney into wearing blackface, drew some nasty racist cartoons, animating the most despicable pictures of Black Americans already used in advertising.
The Southern Strategy was really about using these dogwhistles because of the media, and because for over one hundred and 30 years the white supremacist voters came out to automatically vote Democrat. Those leaders had to signal to Southern Democratic Party voters to now vote Republican after their leaders left the Party in June 1964 after the third civil rights bill was passed. That was a bridge to war for them, along with the troops Kennedy sent to the South in the 1962 and 63 to force integration at Ole Miss and in Alabama. JFK crossed that line, the same one Eisenhower crossed when sending troops and signing the first two civil rights bills to protect black Americans voting rights. When the Democratic Senators like Thurmond and Russell quit the party and converted to becoming Republicans, that needed to virtual signal to voters as a reminder of who to vote, since many white supremacist confederates continue to vote blue. When you look at the 1960 election map and see blue southern states, you have to think “Racist Right”, as voters go in and vote from loyalty. There were effectively only about 1 to 17 percent black Americans voting in the Republican Party from 1900 to 1960 in those states. But by 1965 that number surged to around 85 percent in some states, where the majority of black Americans lived and still live.
Trump right now is really constructing a Northern Strategy, in an attempt to virtual signal to whites to switch parties and stop voting for “coloreds” who have taken over the Democratic Party. The Southern whites have now all converted and don’t need much more signaling.
