I’m not aware of that comment by him, but I am aware of the Chechen War Putin started, under false pretense that Chechen separatists blew up buildings in Moscow which were caught on camera being done by the KGB (FSB) and shown in a documentary. Putin’s war against Russia ws short and brutal, killing about 25,000 children, and 80,000 Chechens altogether, most all of them Muslims. Thanks for reminding us of this Genocide, a vastly disproportionate war Putin himself started through KGB bombings in Moscow made to look like Chechen’s did it. That’s more Muslims killed than reported in Gaza (but not more than killed in the First Iraq War and the resulting sanctions, and the second Iraq war the war in Afghanistan).
