I perfer the term inherited white power structure. The continuity of this structure shows a white complicity in other whites, a kind of silence that allowed violent evil repression while standing by for a hundred years after the end of Civil War and allowing the northerners to stand down and let the southern lynchers do the dirty while they they watched Americans being killed for no reason and doing nothing to intervene.
