First liberty and justice were given to all in the foundation of America, but no federal authority said anything about race being a factor until 1854 or so when the Supreme Court finally did. Then there had to be a another civil right bill in 1866 giving liberty and justice to all, and since that was clear one in 1868 to codify it. But since liberty and justice for all still wasn’t understood by predominantly white southerns who still refused to give it, another civil rights bill had to gnome along In 1964, followed buy another one in 1965 (called the voting rights act), that said, No, No, come I’m serious this time, you’ve really got give them liberty and justice for all and equal rights and stop playing around.
