As a person who grew up and spend decades being a white man, I can tell you this, blacks can’t be racist. I now call it white racism instead of just racism to get rid of this annoying ambiguity (which is just short for white racism to repress black Americans through laws and enforced of laws and practices to restrict black American’s natural inalienable rights, but that’s a mouthful, so just white racism). Technically black Americans can be racist, here’s how it can happen: first black Americans have to take over a state, preferably all three branches, then make laws to restrict overtly the rights of white Americans, systemically enforce them, repress their wages, and make sure they get disproportionate sentences and treatment in the judicial system, along with denying there is any racism going on, and underfund the schools where they live by at least a factor of five but ten would be best, for at least 3 decades. After black Americans disenfranchise whites from voting in that state through a new state constitution and prevent them from voting for at least four or five decades, then you might be able to say black Americans are racist against whites.
